The main subject is the analysis of legal tools, methods, and actors of the public governance of environment and landscape. This requires to study the following topics: historical origins and sources of Environmental Law; the scope of environmental protection and its relationship with the legal concepts of landscape, environmental and landscape goods, cultural goods, and territory; principles ruling the legal protection of environment and landscape; the relationship between normative and administrative powers of the different levels of government; main perspectives concerning the reform of public government in the field for more effective and efficient action, with a special focus on the "constitutional" model of the European Union.
